Imputed insurance will help to protect population from incidents on heavily trafficked facilities

The issue of joint work of insurance companies with fire auditors was discussed at the "Atameken" site

Opening the meeting, Rustam Zhursunov, Deputy Chairman of the NCE Board, noted that last year fire safety auditors issued 1,324 conclusions, while only 7 of them were negative.

"The figure shows that there is no "intrigue" aimed at the development of the industry. Therefore, it is necessary to turn to international practice. In our understanding, this is imputed insurance, where the tariffs, the nuances of the contract are borne by the parties. Accordingly, the customer of insurance is the entrepreneur himself," - Rustam Zhursunov said.  

Rustam Zhursunov also noted that fire auditors should work by order of non-entrepreneurs, but through insurance companies. Then the conflict of interests will be enriched, since the entrepreneur wishes to receive a positive conclusion by direct ordering a fire audit. Hence the statistics occurs when the share of negative conclusions is less than half a percent.

With the introduction of imputed insurance a large market will be opened, which will impose an additional burden on insurance objects. As the director of the "AON KAZAKHSTAN" international insurance company, Arman Boranbai, said, when assessing the facility, the insurance agent looks at three components: the inherent risk (the condition of objects related to food, open fire, combustible materials), the list of security facilities installed, and the compliance with processes and procedures by personnel (staff readiness, frequency of equipment testing, fire-extinguishing systems).

These aspects should become central to the creation of standards. However, to start work on the principle of imputed insurance, it is necessary to know how much the fire audit, the base and methodology are ready to work as a surveyor.

At the same time for the introduction of imputed insurance it is necessary to consolidate fire auditors. To date, the association of fire auditors unites only 10% of the market and the experts themselves do not mind acting as a surveyor. But it is necessary to consolidate the market.

"As everywhere we have responsible and careless specialists. It often happens that when coming to the fire department, the Ministry of Internal Affairs of the Republic of Kazakhstan faces unresolved remarks," - fire inspector Sergey Pimashkin said.

It should be noted that the cost of insurance will directly depend on the level of security of the facility, and consolidation of the market will increase the requirements for fire audit checks and to the fire inspectors themselves.

However, some experts hold the opinion that there is no need to reinvent the wheel, since today auditors work on checklists, where all the basic requirements are prescribed. Others, on the contrary, supported the offer of insurers to get acquainted with international experience and determine common criteria.

Member of the Board of "Atameken" Rustam Zhursunov cited the elevator service system as an example, where self-regulation is now actively introduced. With the support of the akimat, several organizations merged into SROs and implemented their own standards, which involves voluntary qualification requirements.

"They also developed the National Standard and handed it over to the Committee for Technical Regulation and Metrology, and we expect that they will start operating in September. The Akimat, in its turn, raises the question of non-compliance with the standard before the cooperatives of apartment owners. SRO for today has already included about 40 companies. By the end of the year, 70% of the market will be consolidated," - Rustam Zhursunov noted.

For its part, the Ministry of Internal Affairs of the Republic of Kazakhstan made a proposal to accompany the facility throughout the duration of the fire audit conclusion.

"More than once the authorities faced positive conclusions during the inspections, after which, according to the current norms, the subject was released from the audit, and the auditor ceased to check the object. In this connection, it would be advisable to introduce the duty of auditors to accompany the facility for the duration of the audit report. We also support the initiatives of the National Chamber for the development of requirements and standards for fire auditors. In addition, it would be effective to insure the liability of auditors," - the head of the department of state fire control of the control and preventive activities in the field of fire safety of the Ministry of Emergency Situations of the Republic of Kazakhstan Rustem Iskakov suggested.

Summing up, Rustam Zhursunov urged fire auditors to unite to consolidate the market and create SROs, study international experience and develop higher requirements for SRO members, increased requirements for security at sites and the procedure for auditing - under such circumstances, the institute of fire audit can be implemented in the insurance system. For a constructive dialogue, "Atameken" will work with auditors through the consolidation association in the future.

The risk management system of the authorized state body will also require changes, when the presence of a positive fire audit will not be the basis for exemption from verification, but will serve as a motivational criterion.

The National Chamber of Entrepreneurs together with the Ministry of Internal Affairs of the Republic of Kazakhstan and the “AON KAZAKHSTAN” international insurance company will study the European experience and requirements for auditors and develop specific proposals. All the results will be brought to the notice of interested persons.
